At the end of this time, the car must be registered with the traffic police or not use it before the owner completes the registration.

10 days are given for registration of "transit". So in the aggregate, after purchasing a car, you can drive it for a whole month and still not have any registration symbol.

What are the fines for driving on delayed transit license plates

The punishment for the absence of a registration plate is regulated by article 12.1 of the Code of Administrative Offenses of the Russian Federation. It applies not only to those who do not have appropriate plates, but also to drivers whose cars have an expired temporary number. From the point of view of the law, both are the use of a vehicle without a registration plate. What fines for transit numbers will be required from the driver depends on the circumstances:

The choice of punishment from the regulated Code of Administrative Offenses remains at the discretion of the traffic police officer who draws up the protocol. And if the driver decides to argue about this in accordance with the procedure established by law, the measure is prescribed by the court.

A penalty for transit numbers can also be obtained in the case when they are not readable due to damage to the plate, erasure of symbols. For the fact that the sign is installed in the wrong place, punishment is also imposed. "Transits" should be fixed in the same place where the permanent number is hung. And not on the windshield of a car, as is sometimes the case.

Who can face punishment for transit numbers?

Everything that concerns "transit", does not apply to ordinary motorists using the car for personal purposes. For individuals, the concept has not existed at all for several years. Here is what the law has on this score:

In relation to vehicles and chassis of vehicles of manufacturing organizations, as well as legal entities and individual entrepreneurs who trade in vehicles, transported to the places of their revision (replenishment) or sale, the owner or owner vehicle must obtain from the registration department at the location of the vehicle registration plates "TRANSIT" of the corresponding types established by law Russian Federation, for following to the end manufacturers of vehicles, driving a vehicle to the place of registration or in connection with the export of a vehicle outside the Russian Federation for permanent residence.

This means that "transit" is issued only in cases when the car belongs to an individual entrepreneur or organization, enterprise. Such vehicles must be permanently registered with the traffic police at the place of registration of the owner. AND The penalty for delaying transit numbers is only threatened by individual entrepreneurs and legal entities. Temporary signs are usually obtained when:

  • the previous owner decided to keep the registration number for himself, which is legally allowed;
  • the car is new and has never been registered with the traffic police, since it was not used.

A private car owner can register the purchased vehicle with the traffic police on the territory of any constituent entity of the Russian Federation. He does not need to receive transit numbers, even if it was purchased in one region, but will be used hundreds of kilometers from this place.

Within 10 days after registration of the transaction, an individual has the right to drive a car without a registration plate. He will be fined under Article 12.1 if after this time the vehicle is still not registered, but participates in road traffic.

The temporary registration plate is a plate with symbols that
attached to the established places of the car. It costs money to get it. Therefore, in order not to introduce owners to large expenses, the law provides the opportunity to choose a paper sign or a metal one.

The first is cheaper. But there is a risk of it becoming unusable before the driver arrives home and gets the opportunity to register the car with the traffic police on an ongoing basis. And in this case, Article 12.1 of the Administrative Code applies. It is easier to lose a paper number, which also threatens with a fine for its absence.

In both cases, you should contact:

  • To a duplicate company. It must be accredited by the traffic police, about which information can be obtained from the official website of the inspection. New "transits" will be made on the basis of an entry in the TCP and for an additional fee. In this case, you do not need to apply for the same to the inspection.
  • In the traffic police, if there is a suspicion that the number is stolen, and criminals can use it. In this case, they write a statement about the loss, submit to the PTS inspection, the purchase and sale agreement, the driver's passport. "Transits" will issue new ones, and not a duplicate of the old ones.
  • The cost is established by article 333, paragraph 39 of the Tax Code of the Russian Federation. The amount of the duty is the same regardless of whether the car owner receives the "Transit" license plate for the first time or instead of the lost, damaged ones. But when making a duplicate it is paid only by those who restore the temporary sign through the traffic police.

    If you do this by contacting an accredited firm, the procedure can be more expensive. And the money will go not to the state budget, but to the account of the manufacturer.

    But in any case, legal registration will cost less than a fine for driving on transit numbers. After all, for repeated violation you will have to pay at least 5,000 rubles, and it may show up the next day after the first.

    To postpone the registration of the car with the traffic police, some owners fictitiously renegotiate the sales contract, putting a later date on it. They see an opportunity to extend the use of "transit". But this is not worth doing, since a competent traffic police officer will discover the trick, not even looking at the vehicle, but checking the car in the database.

Many drivers are still not familiar with the changes in legislation that took place in April 2011.

They talk about why transit numbers can be useful in general, and in which case a fine can be imposed. Let's consider these issues in our article.

What are transit numbers?

If you bought a car, you are entitled to receive temporary license plates. But they must be exchanged on time for state registration plates.

  • passport of a citizen of the Russian Federation;
  • sales contract or certificate of account;
  • TCP for the car.
Transit numbers are temporary marks that are issued pending the receipt of permanent registrations.

When are they needed?

A new car that has not yet been registered, as well as a used one, must be equipped with transit numbers when crossing the border of another country. After their effect expires, you need to replace these signs with permanent state ones.

Order of the Ministry of Internal Affairs of the Russian Federation of November 24, 2008 No. 1001 determines that when an unregistered vehicle is outside the territory where its registration authority is located, the owner or owner of the vehicle is obliged to receive transit within 5 days for ferrying to the place of registration.

In the document that certifies the ownership of the vehicle, a mark on the issuance of temporary signs is affixed, and also the period of their validity, date of issue, document data, signature official who issued these signs, seal.

Transit signs allow the vehicle to temporarily participate in traffic

How do I get transit numbers?

This requires:

  • submit an application to the traffic police;
  • pay the bill;
  • install a transit sign on the car.

Purchasing a transit number when buying a used or new car will allow you to temporarily use it without registering at the place of registration. To obtain new state signs or to extend their validity period, you must contact the nearest territorial traffic police department, which has the necessary powers.

Note!

The main document for obtaining "transits" in the traffic police is a certificate-account, which is issued when buying a car.

After receiving temporary numbers, you must pay a receipt for the issue. The law regulates the driver's obligation to pay only for new transit numbers; when their validity period is extended, no fee will be charged.

It remains only to attach the plate to the place of state signs using bolts. Modern metal transits have replaced paper numbers.

Registration cost

Transit numbers are issued on a metal, paper or plastic basis. Paper signs cost about 100 rubles, plastic and metal about 1,000 rubles.

When buying a car at a car market or in a car dealership, transits can be issued right at the place of the transaction, but this procedure is paid

Validity

The period of validity of transit signs can be from 5 to 20 days. If the traffic police does not stipulate this interval, secretly the inspectors believe that it is equal to 20 days.

To receive new transit marks, submit a written application. In the event of a breakdown of the car and the expiration of the temporary number due to repair work, the head of the traffic police or his deputy may extend the validity of the state sign.

Penalty for expired transit numbers

According to Art. 12.1 of the Code of Administrative Offenses of the Russian Federation for expired transit numbers, the driver can be fined from 500 to 800 rubles.

Can transit numbers be extended?

If their deadline has expired, it is advisable to extend them in the same traffic police department where you received the state signs, since this is possible without writing a statement upon oral request. The employee who issued the transit will stamp and enter a new date.

In order to drive the purchased car to the place of registration or sell it, you must also issue a transit insurance for OSAGO, a temporary document that allows you to receive money as compensation in the event of an insured event

Registration of a temporary policy is necessary when traveling long distances, if on the way there is a traffic police post. An agreement with an insurance company can be concluded not only by the owner of the car, but also by his representative by power of attorney.

If it is necessary to remove the car from registration with the traffic police for a certain period, for example, for the purpose of sale, in this case transit insurance is issued, the validity of which is 20 days. This period, as a rule, is sufficient for driving the car to the place of new registration.

But for foreign drivers and special equipment, temporary insurance is provided to the driver for a period not exceeding 5-15 days. If the owner of special equipment or a foreigner does not meet the given period, he will have to pay a fine in the amount of 300-800 rubles. for every day of delay.

For the duration of such insurance, special numbers are issued. After the expiration of their validity period, the transits will be replaced with permanent signs when the time comes for registration.

If an accident occurs, and the transit insurance is not issued, monetary compensation will not be paid. The traffic police can take the car to the parking lot, since it is prohibited:

  • overtake a car in the absence of a document;
  • use the car within a period not specified in the contract.

The cost of transit insurance is influenced by:

  • the region to which the car is being driven;
  • auto engine power;
  • driving experience and driver's age.

Note!

Temporary transit insurance does not protect against car theft.

A few years ago, transit numbers were something irreplaceable and necessary, but now the relevance and need for such license plates has dropped sharply. It should be noted that in some cases such numbers are still required. In order to have an idea and know all the nuances of the acquisition and installation of transit signs, you need to understand what they are and in what cases they are used.

Transit numbers are signs that are issued by the traffic police when buying a car in another region or city. Most often, such license plates are used for driving a car. Such signs can be of two types: paper and metal, which of them you want to install on your car depends only on financial capabilities, because the registration of a TN is a costly and long process. There is also a possibility of a fine for overdue TN, in the event that you slow down with the registration of the car in another city.

Important! At the moment, transit numbers are issued only to legal entities and individual entrepreneurs. Ordinary car owners (individuals) transits are not issued instead, after buying a car, it is allowed to drive without numbers at all for up to 10 days. Therefore, all information about transit numbers applies only to individual entrepreneurs and legal entities. persons.

How much will you spend on the transit numbers?

As mentioned above, registration of such license plates is very expensive. Only recently, the registration of transit license plates cost about 1000 rubles for a car and 450-500 rubles for such vehicles as a truck, a tractor, etc. 1600 rubles for cars and 800 rubles for trucks and special equipment... Even a traffic police officer cannot explain such a sharp rise in prices. The license plate itself should not be mounted on the inside of the windshield, as this can result in a fine or deprivation of rights. It is better to use regular places for placing numbers, so that in the event of a check, the traffic police officer can see and identify this number.

Validity of transit numbers

The question of how long you can drive on transit numbers is asked by more than one motorist who wants to drive a car from region to region. Those people who do not want to pay taxes on road repairs prefer to ride transit numbers almost forever. It is worth noting that you cannot remove any taxes from a car that has a TN. In fact, the design of such numbers gives the owner of the overtaken car the opportunity to avoid paying taxes and liability on the roads.

Of course, this situation was corrected by legislation in 2013, when it was simply prohibited by law to issue transit, only in some (exceptional) cases it is possible to obtain transit numbers. Thus, car owners will not be able to deceive the country and the treasury, it is precisely such actions that will help to remove the tax on road repairs from drivers, etc. This is true, because every driver has equal rights on the road.

As for the validity period of transit license plates, it is only 20 days... After 20 days, driving with expired transit numbers is very dangerous, as the owner may be fined.

Is it possible to extend the validity of the transit number?

Until recently, such a service was provided by the traffic police company, but at this time the question of how to extend transit numbers is completely closed. No company can provide such services. It is worth noting that after the delay of the TN, the fine increases every day, therefore, if you do not want to pay more than the cost of the car, then be sure to register your car after being transferred from another region of the country.

Why and in what cases can you get a transit number?

It is worth noting that the registration and receipt of transit numbers have not fundamentally changed, for individual entrepreneurs and legal entities they have remained almost unchanged, only the period for obtaining temporary registration plates has increased to 10 days.

Such a change will increase the chances of registering a car in a new city without receiving a TN. In another case, transit numbers are established when a car is sold, when the former owner keeps license plates for himself, and transit license plates are made for the car that is being sold.

The driving period with such signs also does not exceed 10 days for entrepreneurs and legal entities. For individuals, at the moment, transit numbers are not issued, and after buying a car, you can drive without numbers at all for 10 days.

How much will you pay if you expire transit numbers?

In 2015, new penalties for late license plates were established by law. Henceforth the minimum amount of the fine is 500 rubles, and the maximum amount is 900... Moreover, if an offense regarding the delay of marks is committed by the car owner again, the amount of the fine will be 5,000 rubles.

In addition, drivers who have committed an offense again will be deprived of their license from 2 to 5 months. It is worth noting that paper transit numbers quickly wear out and tear, so if an inspector stops a car with such numbers, he will certainly write out a fine to the owner of the car.

What to do in case of loss of transit numbers?

The problem is when I lost my transit number and do not know what to do. There are several ways to solve the problem with lost numbers. One of the ways is to contact the traffic police service, where the owner will be provided with new signs, but the cost of such a service exceeds the initial registration of the TN. Most often, such a service costs from 2500 to 3000 rubles... There is another method, which is not entirely legal, but its cost is much cheaper and the manufacturing process takes less time. There are companies that are ready to provide the renewal of license plates, on average the cost of such services will be about 1,700-2,000 rubles.

YesNo

The transit number is a temporary registration mark that serves to identify the machine during its delivery to the final point of registration. The question of how much you can drive on transit numbers is mainly of interest to those drivers who, after purchasing a car, are going to overtake it to another region.

What the law says

Since 2013, the procedure for obtaining such signs has ceased to be mandatory for individuals due to the adopted innovations in road legislation. Now the car owner is obliged to simply register his car at any traffic police department on the territory of Russia within the next 10 days after its purchase, without the obligatory receipt of numbers.

What caused this innovation? The fact is that many drivers were in no hurry to get regular numbers on their cars, which means that the registration procedure was also postponed. Moreover, this was done in order to avoid paying the transport tax, and fines were not charged for all offenses automatically recorded by video cameras. Now the temporary state signs have been legislatively canceled, which made it possible to prevent all such manipulations.

Ordinary drivers now do not need the "TRANSIT" sign, then who is obliged to issue them? The fact is that the rules have not changed in relation to vehicles of legal entities, individual entrepreneurs, as well as manufacturing enterprises - in a word, for all those who produce cars or are engaged in their sale. These categories of persons, in accordance with clause 33 of Appendix No. 1 of the Order of the Ministry of Internal Affairs No. 1001 "On the procedure for registering a vehicle", must necessarily equip the vehicle with these state signs in cases established by law.

The period for obtaining a temporary number has been almost doubled and is currently 10 days - the same amount of time for an individual is given to register a car.

The transit numbers are valid for 20 days, which is reflected already in clause 33.1 of Appendix No. 1. Moreover, the traffic police officer is obliged to make a note about their issuance in the PTS, which includes not only the series and number, but also the time of validity, as well as the date of receipt of the state sign. No extension is foreseen. If earlier it was possible to use the dubious services of private companies that helped to extend the validity of the "TRANSIT" number, now it is illegal.

Penalty for overdue state signs

If you travel on vehicles with the state sign "TRANSIT" for more than 20 days, then such irresponsibility will be suppressed administrative sanctions in relation to such a driver.
According to the law, cars with expired temporary signs are equated to unregistered vehicles, and this already threatens with a fine. The imposition of punishment takes place under Art. 12.1 Administrative Code. For the first time, the driver will be assigned a fine of 500-800 rubles, if ignored, the sanctions will be much stricter:

  • the fine will rise to 5,000 rubles;
  • deprivation of rights for a period of up to 3 months.

In each case, one of the punishments described above is prescribed.

Receiving procedure

How to get TRANSIT signs? The procedure for their registration and receipt for legal entities has practically not changed, but for individuals, their registration has completely lost its meaning. Organizations are required to provide a reference report. It refers to strict accountability documentation, which has its own number, series, microprinting and security watermarks. It can only be issued by a company that has passed the mandatory certification.

Organizations or legal entities should not receive TRANSIT in every case, but only in the following situations:

  • driving the vehicle to the place of its sale or registration;
  • export outside the Russian Federation;
  • driving a car to the place of completion.

You can get transit numbers at any traffic police department in Russia.

Receiving cost

Regardless of how many days a representative of a legal entity is going to overtake a vehicle - for 3 days or for all allowed 20 days - you need to pay the full cost for obtaining a temporary state sign. Its price at the moment is:

  1. In metal format (passenger car) - 1000 rubles.
  2. In paper format - 100 rubles.
  3. Trucks, tractors, special equipment - 800 rubles;

A few years ago, transit numbers had to be purchased in mandatory but at the moment it is not necessary for an ordinary citizen. If you have just purchased a car, then just register the vehicle within 10 days. Such a rule made it possible not to spend money on obtaining temporary state signs, which means that the possible problems associated with this are now also a thing of the past.

A transit number is a sign received by the traffic police when buying a vehicle in another region. Typically, these license plates are required for driving a car.

There are total TNs two types: Printed on paper and applied to a metal surface. It all depends on which of them the owner wants to install on the car, as well as on his financial capabilities. It is very expensive to issue a TN, and the process itself is long. In addition, fines are provided for driving with expired license plates, however, as well as for delaying registration in another region.

Transit numbers are issued only to legal entities and individual entrepreneurs... For them, obtaining such marks is a prerequisite in the following situations:

  • When transporting the car to the place of its complete set.
  • Dispose of the car if necessary.
  • If the car is being distilled or transported abroad.

The new transit numbers in shape, layout, and dimensions resemble the usual standard signs. The only difference is that the field where the region code is entered is colored yellow.

After the corresponding amendments were made to the Order of the Ministry of Internal Affairs of the Russian Federation of November 24, 2008 N 1001 "On the procedure for registering vehicles", the rules for registering a motor vehicle and a trailer to it were also amended. Back in 2015, the receipt of transit numbers by individuals completely lost its meaning, since it is now possible to register a car at the traffic police at the location of the vehicle. It is because of this that the rules for temporary registration have changed.

From 2015 to the present day, an updated system of penalties for an expired transit number has been in effect at the legislative level. Now the minimum amount pecuniary punishment corresponds to 500 r, and the maximum charged from the car owner is 900 RUR... However, if the same vehicle owner commits a similar violation again, then the fine will increase already up to 5,000 rubles... Also, if the transit number is again delayed, the driver will be deprived of the right to drive the vehicle for a period of 2 to 5 months.

Since the transit number printed on paper tends to quickly deteriorate and wear out, it must be stored carefully. The traffic police inspector who stopped a car with torn and worn paper transit numbers has every right to issue a fine to its owner. It is best to laminate the number immediately after receiving it, which will protect the paper from creases and abrasion.

You should not attach license plates to the inside of the windshield, as these actions involve a fine or deprivation of rights. You should use only the places designated for this, and then, in the event of an inspection, the traffic police inspector can calmly see and identify them.

Why and when you can get a transit number

The very procedure for registration and issuance of a transit number has not undergone significant changes. Such numbers are installed on a car when it is sold. The former owner keeps the old signs for himself, and makes TN for the car being sold. You can ride with such signs for no more than 10 days if the new owner is an individual entrepreneur or a legal entity.

Actually, for car owners who are legal entities or individual entrepreneurs, the sequence of actions remained the same, but the term for issuing a temporary registration plate has been changed and increased by 10 days, except for holidays and weekends. What are the benefits of this? Now it is possible to register a car in a new settlement without obtaining the corresponding transit number.

Important: individuals currently do not receive transit numbers, therefore, after purchasing a car, they can drive it for 10 days without numbers at all.

How much are transit numbers

Registration of transit signs is an expensive process. At the moment, in order to get a short-term number, the owner of a passenger car will need to pay 1600 rubles, and owners of special equipment and trucks - 800 rubles.

How long are transit numbers valid

Taxes are not collected from the car owner, whose car has transit numbers. Therefore, some drivers prefer to constantly drive TN and thus avoid paying taxes and any liability on the road. That is why the issuance of transit numbers to individuals was legally abolished, and they can only receive them if the reasons and the situation are exceptional.

The validity period of the transit mark is only 20 days, after that, if a delay is detected, a fine will be imposed on the owner of the vehicle.

How to renew transit numbers

The answer to this question is simple - no way... Back in 2015, this could be done in the traffic police, but at the moment there can be no question of the possibility of extension. There are no private companies or public enterprises that are entitled to provide such services.

Important: from the first day of delay, the amount of the minimum fine increases with each new day, so as not to aggravate the situation, it is still better to register your own car after transporting it from one region to another.

Actions in case of loss of transit numbers

There are several options for solving the problem that has arisen in case of loss of the transit number:

  • You should immediately contact the traffic police, where a new sign will be issued to the owner, but financially such a service will cost the driver more than the initial registration of the TN. At about 3000 r.
  • The second method is not entirely legal, but it allows you to save money and shortens the production time for a new number. You need to contact the company providing the NZ renewal service. In this case, the car owner will fork out about 2000-2500 rubles.

3-4 years ago, transit numbers were necessary, and now the need for such a method of vehicle registration has practically disappeared. However, there are situations when TN are still needed. For this, car owners should know important points related to the processes of obtaining and installing a transit number. That is, what is a TN, where is it purchased, how long it is valid and what fines are imposed on the driver if the number is lost.
